
U.S. Senators Barbara A. Mikulski and Benjamin L. Cardin
The U.S. Senate Productivity Awards were established in 1982 via Senate Resolution 503. The program was initiated in the State of Maryland in 1983 by Senator Charles Mathias, Jr. (R-Maryland). When Senator Mathias retired in 1986, leadership of the program was taken over by then-Senator Paul S. Sarbanes and Senator Barbara A. Mikulski joined Senator Sarbanes in sponsoring the program in 1987.
With Senator Sarbanes retirement in 2006, lead sponsorship of the Maryland Performance Excellence is provided by Senator Barbara A. Mikulski. Senator Benjamin L. Cardin joined her in support in of the program in 2007.
In 1997, the Maryland Quality Awards were launched by the University of Maryland Center for Quality and Productivity. These awards utilized the same criteria and application process as the U.S. Senate Productivity Awards. They were established to provide a multi-tier ladder for organizations to utilize as they moved through successive levels of performance excellence.
The program name was changed in 2005 to the Maryland Performance Excellence Awards and is now housed in the Maryland Technology Enterprise Institute.
